The Coshocton Port Authority is inviting proposals for the development of new residential projects in response to the growing housing demand tied to the increased investments in Central Ohio. Coshocton County is located approximately 50 miles from Central Ohio’s developing industries. A recent housing study confirmed that attainable housing is urgently needed in the area, presenting a critical opportunity for developers to address this gap. The project will focus on transforming land owned by the River Local School District within the city of Coshocton with water and sewer present.

Sealed Bids for the construction of Conesville Industrial Park Water Extension Contract A - Waterline Phase 1 for the Coshocton Port Authority will be received by Coshocton Port Authority, ATTN: Tiffany Swigert, Executive Director, 538 Main St. Suite 204, Coshocton,

Ohio 43812 until 9:00 AM, local

time, August 26, 2025 and immediately after the deadline the bids will be publicly opened and read aloud.

 

The work for which Bids are invited consists of the furnishing of all materials and labor for Contract A - Phase     1,              the       installation              of approximately 6,012' of 24" ductile iron pipe, 7,130' of 16" ductile iron pipe, 142' of 6" ductile iron pipe, eight 24" gate valves & vaults, twelve 16" gate valves & boxes, sixteen 6" gate valves & boxes, 16 fire hydrants, 13 air release vaults,

1 river crossing and 3 highway crossings.

 

The estimated construction cost for this project is $5,530,000.00.

 

Copies of the Contract Documents are on file in the Coshocton Port Authority, 538 Main St. Suite 204, Coshocton, Ohio 43812; in the office of Engineering Associates, Inc., 1935 Eagle Pass, Wooster, Ohio 44691; and in the Dodge and Builders Exchange offices and are available for inspection by prospective bidders. Contract Documents must be purchased from the office of Engineering Associates, Inc. for a cost of

$100.00 per set, none of which is refundable. Bidders are required to register with and obtain Bidding Documents from the office of Engineering Associates, Inc.

 

A mandatory pre-bid conference will be held on August 4, 2025 at 1:00 PM at the Coshocton Port Authority located at 538 Main St. Suite 204, Coshocton, Ohio 43812.

 

The right is reserved by the Coshocton Port Authority to reject any and all Bids, to waive informalities or to accept any Bid which is deemed favorable to the Coshocton Port Authority..

Sealed bids will be received by the Coshocton County Port Authority as provided in this notice for the Conesville Industrial Park Force Main and Pump Stations Project. Bids shall be enclosed in a sealed envelope addressed to Coshocton County Port Authority, ATTN Tiffany Swigert, Executive Director, 538 Main St, Suite 204 Coshocton, OH 43812, and plainly marked on the outside "Conesville Industrial Park Force Main and Pump Stations PROJECT BID."  Bids will be received until 9:00AM, local time August 19th, 2025 and immediately after the deadline the bids will be opened and publicly read aloud.

 

A mandatory pre-bid conference will be held on July 28th, 2025 at 1 p.m. at the Coshocton Port Authority located at 538 Main St, Suite 204 Coshocton, OH 43812.

 

All bids must include a Bid Guaranty, as described in the Instructions to Bidders. Prevailing wage rates do not apply.  No bidder may withdraw its bid within 60 days after the opening; the Coshocton County Port Authority reserves the right to waive irregularities, reject any or all bids, and conduct necessary investigations to determine bidder responsibility.

Coshocton County Land Reutilization Corporation and Coshocton Port Authority

Coshocton County Demolition Project

Bid #02-2025

 

The Coshocton County Land Reutilization Corporation and Coshocton Port Authority have requested bids for the materials, equipment, and labor necessary in the demolition of certain properties in Coshocton County in conjunction with the Ohio Department of Development (ODOD) Building Demolition and Site Revitalization Program.  Additional details are provided in Bid #02-2025 as prepared by BJAAM Environmental.  Sealed bids will be received by the Coshocton County Land Reutilization Corporation and the Coshocton Port Authority, until 2:00 pm, local time, on Friday, July 25th, 2025.  Bids must be sent to the Coshocton Port Authority, located at 538 Main Street, Coshocton, Ohio 43812 and “ATTENTION:  BID DOCUMENTS – COSHOCTON COUNTY DEMOLITION PROJECTS” must be written on the exterior of the envelope.  Bids received after this time will not be accepted.  The Coshocton County Land Reutilization Corporation and Coshocton Port Authority reserve the right to reject any and all bids and will award contracts to the bidder(s) submitting the lowest and best bid(s).  Questions concerning the project can be directed to Hannah Gallaher, Economic Development Specialist, at [email protected].

 

A MANDATORY pre-bid meeting will be held on Monday, July 14th at 10:00 AM at the Coshocton County Port Authority offices located at 538 Main Street, Coshocton, Ohio 43812.

All bids must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty and Contract Bond for the full amount of the bid (including all add alternates) or a certified check, cashier’s check, or an irrevocable letter of credit in an amount equal to 10% of the bid (including all add alternates), as described in the Instructions to Bidders.

 

The Coshocton County Land Reutilization Corporation and Coshocton Port Authority intend and require that this project be completed no later than 60-days after signing of contract.

 

No bidder may withdraw its bid within sixty (60) days after the bid opening.  The CCLRC reserves the right to waive irregularities in bids, to reject any or all bids, and to conduct such investigation as necessary to

determine the lowest and best bidder for each contract.

On Monday, August 25, 2025, at 11:30 a.m., the Franklin JEDD Board of Trustees, the City of Coshocton, and the Franklin Township Trustees will hold a joint public hearing to consider an amendment to the contract establishing and governing the Coshocton-Franklin Joint Economic Development District pursuant to Ohio Revised Code Section 715.72(L) to add real property constituting the Conesville Industrial Park to the district.  The public hearing will be held at the Coshocton County Commissioners 401 ½ Main Street, Coshocton, OH 43812.  The public hearing shall allow for public comment and recommendations on the amendment.  The following documents are on file for public inspection: (1) a copy of the amendment; and (2) a description of the areas to be added to the district, including a map in sufficient detail to denote the specific boundaries of the areas.  These documents may be reviewed in the offices of the Coshocton Port Authority (538 Main Street Coshocton, Ohio 43812), Coshocton City Hall, and Franklin Township.
